Rajiv Gandhi Grameen Vidyutikaran Yojana aunched during the Tenth five year plan aims at: Electrification of all villages and habitation (as per revised definition), providing access to electricity to all the rural households and providing electricity connection to Below Poverty Line (BPL) households - free of cost service connection with single light point.


Under this scheme, 90% of the fund is provided as grant by Govt. of India and 10% as loan by Rural Electrification Corporation (REC) to the state government to carry out the necessary activities for rural electrification. The scheme helps in Creation of Village Electrification Infrastructure (VEI): i.e. (i) Electrification of un-electrified villages, (ii) Electrification of un-electrified habitations with a population of above 100, (iii) Provision of distribution transformers of appropriate capacity in electrified villages / habitation(s).

Villages where electricity has not reached so far, can report to the Department of Power, the nodal agency executing Rajiv Gandhi Grameen Vidyutikaran Yojana. A village is declared as electrified, if: (i) Basic infrastructure such as Distribution Transformer and Distribution lines are provided in the inhabited locality (and in the Dalit Basti hamlet where it exists), (ii) Electricity is provided to public places like Schools, Panchayat Office, Health Centers, Dispensaries, Community centers etc., (iii) The number of households electrified is at least 10% of the total number of households in the village.

Introduced in March, 2005, this scheme is valid till August, 2010.
