  Chief Minister Self Employment Scheme for Educated Unemployed Youth

Description/Purpose:

This scheme has been introduced by the state government to extend financial assistance to local unemployed youth for setting up micro enterprise/ self-employment ventures through service and business routes. The Scheme also seeks to associate reputed NGOs, Panchayats, Industries, Agriculture, Animal Husbandry Departments, Banks, etc in implementing the Scheme.

 
Particulars:

The scheme is applicable to the entire state of Sikkim. Under this scheme the maximum limit of loan for Graduates and equivalent, Post Graduates is Rs.1,00,000/- and for Class X passed and above is Rs.50,000/-.

The term loan shall be interest free for the first two years for male and three years for female beneficiaries from the date of first disbursement. Thereafter it shall bear interest @ 6% per annum and shall be payable on half-yearly basis.
The Repayment schedule for principal installment would range from 4 to 5 years after an initial interest free period of 2/3 years as may be applicable and payable on half-yearly basis. The loanee can make the repayment before the due date.
The selected candidates have to undergo a one day compulsory Livelihood Options Counseling Program (LOCP) and a training program designed under the scheme. On successful completion of the training program, the loan will be disbursed by an account payee cheque.
The following documents are needed at the time of application: (i) Attested copy of pass certificate/mark sheet of class X and above, (ii) Attested copy of birth Certificate, (iii) Sikkim Subject Certificate/Domicile Certificate/Certificate of Identification, (iv) Valid employment card, (v) Collateral security, (vi) Income certificate of parents, (vii) Affidavit duly attested by Magistrate, (viii) Completed CMSES Loan application form.
The scheme is implemented through the Sikkim Industrial Development and Investment Corporation (SIDICO). One can also contact Department of Personnel and Administrative Reforms.
Introduced in 2007, the scheme is valid till January, 2012.

Eligibility criteria:

Any unemployed educated person living in any part of the State fulfilling the following conditions will be eligible for assistance. He/she should be 22 to 35 years of age, have passed at least Class X and resident of the state of Sikkim. Benefit shall be restricted to persons whose family income from all sources does not exceed Rs. 2.5 lakhs per annum. Only one member of the family shall be eligible for this benefit except in the case of Below Poverty Line (BPL) families.
